Superbugs pose alarming threat to public health: EU report

      WHY IN NEWS:

The report finds high drug-resistance in three common zoonotic bacteria, which can be transferred to humans through food or environment

SYLLABUS COVERED: GS 3:Superbugs : Diseases

      LEARNING:

For PRELIMS this article notes level of AMR in bacteria’s from EU . Note down the bacteria name and its significance .

For MAINS do you think it is important to have a national policy on AMR as soon as possible ? Can you device the same ? If yes ! How would it be ?

      ISSUE:

The report accesses the level of antimicrobial resistance (AMR) in bacteria from humans, animals and food and India even today does not have a national surveillance framework to track AMR in animals

AMR AND BACTERIA :

Even today, India does not have a national surveillance framework to track antimicrobial resistance in animals and environment (Credit: iStock)

Antimicrobial resistance is a serious threat to public and veterinary health.

REPORT ANALYSIS :

OBSERVATIONS:

  •  SALMONELLA isolates from humans, food-producing animals (pigs and calves), and their meat,
  • CAMPYLOBACTER isolates from humans and pigs, and
  • ESCHERICHIA COLI isolates from pigs, calves, and their meat.

SalmonellaCampylobacter, and E coli are all zoonotic bacteria, which can be transferred from animals to humans through food or environment.

RESULT

  • The report has shown high multi-drug resistance (MDR) in Salmonella across the EU, a bacteria that causes common food-borne disease.
  • Resistance to colistin—a last resort antibiotic—has been detected in Salmonella and E. coli in pigs and cattle.
  • More than 10 per cent of the tested Campylobacter coli bacteria in humans showed resistance to critically important antimicrobials, fluoroquinolones and macrolides.

      IASbhai WINDUP:

  • India is inching closer to finalising its National Action Plan on AMR, being formulated on the lines of “one-health” with inputs from agencies on health, animal husbandry, fishery, environment and industry.
  • India should consider adopting practices and lessons from other countries with advanced understanding of AMR in its national plan.

China disregarding historic commitments

      HEADLINES:

‘China disregarding historic commitments on Naku La’.

      WHY IN NEWS:

Diplomatic experts say Beijing may also be opening up a front in Sikkim due to ambiguous official position of boundary

SYLLABUS COVERED: GS 2: IR

      LEARNING:

For PRELIMS take a note on Tibet Convention of 1890 .

For MAINS try to formulate a answer on the same issue keeping convention the central idea . We will solve this soon in editorials too .

      ISSUE:

Beijing’s way of attempting a new claim, highlighting the historic Sikkim-Tibet Convention of 1890 as proof of India’s ownership of the territory.

TIBET CONVENTION OF 1890 :

As per Article (1) of Convention of 1890, it was agreed that the boundary of Sikkim and Tibet shall be the crest of the mountain range separating the waters flowing into the Sikkim Teesta and its affluents, from the waters flowing into the Tibetan Mochu and northwards into other rivers of Tibet.

  • The line commences at Mount Gipmochi, on the Bhutan frontier, and follows the above-mentioned water-parting to the point where it meets Nepal territory.
  • However, Tibet refused to recognise the validity of Convention of 1890 and further refused to carry into effect the provisions of the said Convention.

In 1904, a treaty known as a Convention between Great Britain and Tibet was signed at Lhasa.

  • (International Arrangement) Order, 1947 was notified by Secretariat of the Governor-General (Reforms) on August 14, 1947.
  • The Order provided, inter alia, that the rights and obligations under all international agreements to which India is a party immediately before the appointed day will devolve upon the Dominion of India.
  • Therefore, in terms of Order of 1947, the government of India is bound by the said Convention of 1890.

UNDEMARCATED BOUNDARY

  • Beijing recognised Sikkim as a State of the Indian Union, the boundary at Sikkim while undisputed, remains undemarcated on the ground.
  • Foreign Secretary S. Jaishankar informed the Parliamentary Standing Committee that “there are still steps to be covered before the boundary is finalised.”

      IASbhai WINDUP:

  • India accepted the 1890 treaty as “the basis for alignment”, but the treaty had only been “partially implemented on the ground”.
  • “Certainly the segments India is talking about, the Batang La segment, etc. was not there and there is nothing to show that that was actually delineated or demarcated or agreed upon.”
