Central Government constitutes National Council for Transgender Persons

      ISSUE: 

In exercise of the powers conferred by section 16 of the Transgender Persons (Protection of Rights) Act, 2019 (40 of 2019), the Central Government has constituted a National Council for Transgender Persons

NATIONAL COUNCIL FOR TRANSGENDER PERSONS

CHAIRPERSON

  •  The Union Minister of Social Justice & Empowerment will be Chairperson (ex-officio).
  • Union Minister of State for Social Justice & Empowerment will be Vice-Chairperson (ex-officio).

FUNCTIONS

The National Council shall perform the following functions, namely:—

(a) to advise the Central Government on the formulation of policies, programmes, legislation and projects with respect to transgender persons;

(b) to monitor and evaluate the impact of policies and programmes designed for achieving equality and full participation of transgender persons;

(c) to review and coordinate the activities of all the departments of Government and other Governmental and non-Governmental Organisations which are dealing with matters relating to transgender persons;

(d) to redress the grievances of transgender persons.

(e) to perform such other functions as may be prescribed by the Central Government.

MEMBERS

The other members of the Council include representatives of various Ministries/Departments,

  • Five representatives of transgender community
  • Representatives of NHRC and NCW
  • Representatives of State Governments and UTs and experts representing NGOs.

TERM

A Member of National Council, other than ex officio member, shall hold office for a term of three years from the date of his nomination.

Union Education Minister reviews various activities of National Institute of Open Schooling (NIOS) today in New Delhi

National Institute of Open Schooling (NIOS) has entered into an MoU with Army Educational Corps (AEC) on 14th June 2016

NEPIA

  • A Joint Project known as NIOS Education Project for Indian Army (NEPIA) is to upgrade the educational qualifications and Human Resource Quotient of Indian Army troops.
  • They are now working on Hindi translation for NEPIA courses so that it may reach to more students.

MY IAF APP

      HEADLINES:

Launch of IAF Mobile Application ‘MY IAF’

      WHY IN NEWS:

Air Chief Marshal Rakesh Kumar Singh Bhadauria, Chief of the Air Staff launched a mobile application ‘MY IAF’ at Air HQs Vayu Bhawan.

The app provides career related information and details for those desirous of joining the Indian Air Force (IAF).

DEVELOPERS

The application developed in association with Centre for Development of Advanced Computing (C-DAC)

FEATURES

  • The user friendly format of the app serves as a single digital platform interfacing the users.

It provides with the details of selection procedure, training curriculum, pay and perks etc for both officers and airmen in the IAF.

  • It is linked to IAF social media platforms and games and also provides glimpses into the history and stories of valour in the IAF.

COVID-19 : First case of reinfection

      HEADLINES:

COVID-19: Hong Kong University ‘confirms’ first case of reinfection, WHO advises caution

      WHY IN NEWS:

The sequencing revealed that the virus strain of the second episode of the infection was clearly different from first one, thus confirming that it was a case of reinfection.

      ISSUE: 

Whether reinfection cases existed at a population level or the Hong Kong case was an exception had to be studied, WHO said

RARE CHANCES

  • Conversations regarding reinfection of SARS-CoV-2 have been around for quite some time now.
  • This would have happened because the person never got cleared of the virus in the first episode itself.
  • The reinfection might happen due to a number of reasons, including minor immunodeficiency.

This seems a rare case.  If reinfection was common enough, it would have been picked up at many places.

  • When this question was raised in the World Health Organization (WHO) press conference on August 24.
  • Maria Van Kerkhove, the technical lead at WHO, said it was not immediately known if the person concerned had developed neutralising antibodies.
