Functioning since August 2019, ‘Subiksha’, the first restaurant of the Kerala Food and Civil Supplies Department in the State meant to , is turning out to be a major hit.

Free Meals?

  • On an average, 350 people have midday meals from ‘Subiksha’ on a daily basis.
  • Vegetarian meals at ₹20.
  • But, if someone is low on cash,  then food is served free of cost !

As part of the Hunger-free Kerala project, food packets are also delivered to bedridden patients the elderly and needy at their houses free of cost.

      ISSUE: 

Fearing that the establishment of a monkey park near human habitation may trigger diseases such as Kyasanur Forest Disease (KFD), the residents of the Nittur gram panchayat limits in Hosanagar taluk here in Karnataka have opposed the proposal.

 

Close to 150 acres of unused government land near Nagodi in Shivamogga has been identified for the park.

Kyasanur Forest disease:

 

  • Kyasanur Forest disease (KFD) is caused by Kyasanur Forest disease virus (KFDV), a member of the virus family Flaviviridae.
  • KFDV was identified in 1957 when it was isolated from a sick monkey from the Kyasanur Forest in Karnataka (formerly Mysore) State, India. Since then, between 400-500 humans cases per year have been reported.
  • Hard ticks (Hemaphysalis spinigera) are the reservoir of KFD virus and once infected, remain so for life.
  • Rodents, shrews, and monkeys are common hosts for KFDV after being bitten by an infected tick.
  • KFDV can cause epizootics with high fatality in primates.
How does it transmit ?

  • Transmission to humans may occur after a tick bite or contact with an infected animal, most importantly a sick or recently dead monkey.
  • No person-to-person transmission has been described.
  • There is no evidence of disease transmission via the unpasteurized milk of any of these animals.

Diagnosis
  • Diagnosis can be made in the early stage of illness by molecular detection by PCR or virus isolation from blood.
  • Later, serologic testing using enzyme-linked immunosorbent serologic assay (ELISA) can be performed.

Signs and Symptoms
  • After an incubation period of 3-8 days, the symptoms of KFD begin suddenly with chills, fever, and headache.
  • Severe muscle pain with vomiting, gastrointestinal symptoms and bleeding problems may occur 3-4 days after initial symptom onset.
  • Patients may experience abnormally low blood pressure, and low platelet, red blood cell, and white blood cell counts.
  • The estimated case-fatality rate is from 3 to 5% for KFD.

Treatment
  • There is no specific treatment for KFD, but early hospitalization and supportive therapy is important.
  • Supportive therapy includes the maintenance of hydration and the usual precautions for patients with bleeding disorders.

Risk of Exposure
  • KFD has historically been limited to the western and central districts of Karnataka State, India.

Prevention
  • A vaccine does exist for KFD and is used in endemic areas of India.
  • Additional preventative measures include insect repellents and wearing protective clothing in areas where ticks are endemic.

State government should take a call after consulting medical and veterinary experts, virologists and entomologists. The impact of establishing a monkey park on the wild and domesticated animals in the vicinity should also be studied

Operation ‘Clean Art’ to crack down on illegal trade in mongoose hair

      ISSUE: 

Operation Clean Art was the first pan India operation to crack down on the smuggling of mongoose hair in the country. 

 

It was a planned raid, not to apprehend criminals, but to check on organised factories that were making paint brushes with mongoose hair. By the end of the day, ten manufacturing units in Sherkot were raided and approximately 26,000 brushes and over 100 kg of raw mongoose hair was seized. About 26 people were arrested in connection with illegal trade in mongoose hair.

  • Raids were carried out not only in Uttar Pradesh, but also at Jaipur in Rajasthan, Mumbai and Pune in Maharashtra, and in Kerala, on the same day.
  • There are six species of mongoose found in India and we have mostly recovered [in the raids] grey mongoose [hair].

‘Organised crime’

  • Describing the making of brushes with mongoose hair an “organised crime”, the official said most of these animals were poached by “hunting communities” across the country.
  • The mongoose is listed in Schedule II Part 2 of the Wildlife Protection Act and any smuggling or possession of its body part is a non-bailable offence.

 

      IASbhai WINDUP: 

Well-known sculptor and painter Bimal Kundu said the reason painters prefer brushes made of mongoose hair is because they are superior and hold colour better.

“But, the alternatives available in the market are not of good quality. More research should be done to make paint brushes that fit the requirements of an artist

Art is supposed to be something unique and evoke the best among people. Why should there be cruelty and criminality involved in the process of creation of art? Art should be clean and artists should take a pledge that they will not use brushes made of mongoose hair.

Dual System of Training

INITIATED:
  • The scheme was introduced in 2016 with the objective of enabling industries and establishments to partner with the Government and Private ITIs for conducting training programmes towards fulfilling skilled manpower requirements. 
  • After the successful completion of training, trainees are awarded National Trade Certificate (NTC) that gives them an edge with regard to employability.

 

SIGNIFICANCE:
  • Both Govt & Private ITI Principals are empowered to sign MoUs with industry without interference of DGT or States.
  • The eligibility criteria for industry participation has been eased for both engineering trades and non-engineering trade,
  •  The minimum turnover requirement of industry has been brought down.
  • The duration of the practical training of the course has also been made flexible and adaptive to the industry schedule.

      IASbhai WINDUP: 

Under the DST scheme, the courses are conducted to meet the skilled workforce requirements of Industry so that after completion of training, the trainee who are awarded National Trade Certificate (NTC) under the scheme have an edge over regular ITI pass outs in terms of employability and employment opportunities in Industry.

With the vision of strengthening Industry linkages and acquainting students in ITIs with latest technologies used in the Industry, DGT encourages ITIs to participate in the DST program so that these ITI trainees are Industry ready.

  • The Paris-based INSTEX functions as a clearing house allowing Iran to continue to sell oil and import other products or services in exchange.
BACKGROUND:

In 2018, U.S. withdrew from the international agreement governing Iran’s nuclear programme and reinstated heavy sanctions against Tehran.

The Ministry has embarked upon a programme for ‘Blue Flag’ Certification for selected beaches in the country.

WHAT IS A BLUE FLAG BEACH ?
  • The ‘Blue Flag’ beach is an Eco-tourism model endeavouring to provide to the tourists/beach goers clean and hygienic bathing water, facilities/amenities, safe and healthy environment and sustainable development of the area.
CERTIFIED BY:

This Certification is accorded by an international agency “Foundation for Environment Education, Denmarkbased on 33 stringent criteria in four major heads i.e.

(i) Environmental Education and Information,

(ii) Bathing Water Quality,

(iii) Environment Management and Conservation and

(iv) Safety and Services in the beaches.

IDENTIFIED BEACHES:
  • 13 pilot beaches that have been identified for the certification, in consultation with concerned coastal States/UTs, are Ghoghala Beach (Diu), Shivrajpur beach (Gujarat), Bhogave (Maharashtra), Padubidri and Kasarkod (Karnagaka), Kappad beach (Kerala), Kovalam beach (Tamil Nadu), Eden beach (Puducherry), Rushikonda beach (Andhra Pradesh), Miramar beach (Goa), Golden beach (Odisha), Radhanagar beach (Andaman & Nicobar Islands) and Bangaram beach (Lakshadweep).
  • Rushikonda beach in Andhra Pradesh also features in the list of 13 pilot beaches, for development of facilities and infrastructure accordingly.
