BAY of Bengal Offshore Sailing Expedition

BAY of Bengal Offshore Sailing Expedition (BBSE)

      WHY IN NEWS:

The expedition was flagged off by Rear Admiral SJ Singh, Commandant Naval War College, Goa.

      ISSUE: 

Indian Naval Sailing Vessels Mhadei and Tarini set sail for the Bay of Bengal Offshore Sailing Expedition on 22 February 2020 from the Indian Naval Ocean Sailing Node at Goa.This would be the maiden major mixed crew sailing expedition of the Indian Navy with crew composition of five naval officers including two women officers in each boat, covering a total distance of 6,100 Nautical miles each and will be at sea for 55 days.

The expedition is also in pursuance of the GOI mission of ‘Nari Shakti‘ providing opportunity to women officers at par with men.

Mhadei and Tarini inducted in the Indian Navy on 08 February 2009 and 18 February 2017 respectively have been the vessels of choice for the naval expeditioners in various sailing expeditions, including three circumnavigations and thus have thousands of miles tucked under their belt.

INS TARINI

The expedition also aims to enhance the level of cooperation and camaraderie between the littoral nations in the Bay of Bengal whilst exhibiting the IN expertise in the domain of ocean sailing.

Besides, circumnavigating the globe, the crew also collected and updated meteorological, ocean and wave data on regular basis for accurate weather for IMD.

It also reported marine pollution on high seas.

NAVIKA SAGAR PARIKRAMA

Tarini created history in 2017-18 when six Indian Naval women officers sailed the vessel on maiden circumnavigation voyage titled Navika Sagar Parikrama.

She thereafter also participated in mixed crew Kochi to Seychelles sail training expedition during 10th anniversary celebration of the IONS.

INSV MHADEI

INSV Mhadei is a sail training boat of the Indian Navy.

On 19 May 2010 as he sailed Mhadei into Mumbai harbour, Commander Dilip Donde became the first Indian national to complete a single-handed circumnavigation under sail, in an Indian-built boat. He sailed from Mumbai on 19 August 2009 and returned to Mumbai after four stops on 19 May 2010.

It was later used by Abhilash Tomy for his own single-handed, unassisted, non-stop circumnavigation under sail.

Mhadei also called as Tonga 56, was the first Tonga 56 to complete a solo circumnavigation.

‘Ensemble Methods in Modelling and Data Assimilation’ (EMMDA)

In order to provide a platform for discussions and deliberations on the present status, future prospects and optimum use of EPS, a three-day international conference on “Ensemble Methods in Modelling and Data Assimilation (EMMDA)” is being organised by NCMRWF,MoES from February 24, 2020 at NCMRWF, Noida, India.

Although remarkable success has been achieved in improving forecast skill by employing state of the art numerical prediction systems and adopting latest data assimilation techniques, it is well known that some amount of uncertainty associated with numerical weather prediction is inevitable.

ENSEMBLE PREDICTION SYSTEM:

In order to quantify the forecast uncertainty, leading Weather forecasting centres of the world including India have developed ‘Ensemble Prediction System’ (EPS) which provides probabilistic forecasting of weather.

CONCEPT:

  • In an EPS, a number of similar models, called the ensemble members, are run from slightly different initial conditions.
  •  It requires high computational resources and in turn provides the flow dependent forecast uncertainty in terms of probability.
  • The forecasts from high resolution global and regional EPS provide more accurate forecasts of extreme weather events and help the planners and administrators in taking timely actions. 
India has recently operationally implemented two global EPS which have highest resolution in the world and also a regional EPS of horizontal resolution 4km which covers the Indian region.

The major themes of the conference are:

  • Ensemble methods in Global Weather Prediction
  • Ensemble methods in Data Assimilation
  • Ensemble methods in Monthly and Seasonal Forecasting
  • Convection Permitting Ensemble Prediction Systems
  • Verification of Ensemble weather forecasts
  • Applications of Ensemble weather forecasts

The latest techniques used in Data Assimilation, Ensemble Methods, and use of Probabilistic Forecasts for developing new applications from Ensemble Products will be discussed. No single country is adequately protecting children’s health, their environment and their future, according to a recently released report by a Commission of more than 40 child and adolescent health experts from around the world.
REPORT NAME :A Future for the World’s Children?

RELEASED BY: Commission was convened by the World Health Organization (WHO), UNICEF and The Lancet.

ANALYSIS OF THE REPORT

The health and future of every child and adolescent worldwide is under immediate threat from ecological degradation, climate change and exploitative marketing practices that push heavily processed fast food, sugary drinks, alcohol and tobacco at them.

Children in Norway, the Republic of Korea and the Netherlands have the best chance at survival and well-being, while children in the Central African Republic, Chad, Somalia, Niger and Mali face the worst odds.

Global caution :  the number of children and adolescents who are obese has increased from 11 million in 1975 to 124 million in 2016 — #11-fold increase.

The only countries on track to beat the CO2 emission targets by 2030:Albania, Armenia, Grenada, Jordan, Moldova, Sri Lanka, Tunisia, Uruguay and Vietnam.

250 million children under five in low- and middle-income countries are at risk of not reaching their developmental potential.

Moreover, every child worldwide now faces existential threats from climate change and commercial pressures.

The report says although India has improved in health and sanitation, it has to increase its spending on health.

While the poorest countries need to do more to ensure healthy lives for children, carbon emissions — disproportionately from wealthier countries — threaten the future of all children, states the report.

“This report shows that the world’s decision makers are, too often, failing today’s children and youth: failing to protect their health, failing to protect their rights and failing to protect their planet,” .

At the end of each Parliament session, a performance report detailing participation of all members should be prepared, Rajya Sabha Chairman M. Venkaiah Naidu has told the House Secretariat, according to sources.

 

The first edition of the report analysing the MPs’ performance on party lines reportedly shows that each political party got a proportional share of time, with the Opposition getting a little more.

KEY TAKE AWAYS:

The House Secretariat has come up with this analysis against the backdrop of the recently concluded Parliament session that was marked by an acrimonious exchange between the Opposition parties and the Rajya Sabha Chairman.

The analysis shows that among the Opposition and non-NDA parties, the Congress, the Trinamool Congress and the AIADMK got proportionally higher opportunities, while the BJD, the DMK, the TRS and the CPI(M) got their due share. Only the SP got a less share.

MP Anand Sharma said Parliament in a democracy belonged to the Opposition as it was the only platform available for them to voice people’s issues and concerns.

“It’s not about the time, it’s about the quality of the issues discussed.

24 MH-60R MULTI-ROLE HELICOPTERS

The Sikorsky SH-60/MH-60 Seahawk (or Sea Hawk) is a twin turboshaft engine, multi-mission United States Navy helicopter based on the United States Army UH-60 Black Hawk and a member of the Sikorsky S-70 family.

Able to deploy aboard any air-capable frigate, destroyer, cruiser, fast combat support ship, amphibious assault ship, or aircraft carrier, the Seahawk can handle anti-submarine warfare (ASW), anti-surface warfare (ASUW), naval special warfare (NSW) insertion, search and rescue (SAR), combat search and rescue (CSAR), vertical replenishment (VERTREP), and medical evacuation (MEDEVAC).

Olive ridleys

SPORADIC NESTING

According to sources, till now around 23 turtles have laid over 2,400 eggs through sporadic nesting.

To provide security to mother turtles as well as the eggs from human and predator intervention, the forest department is erecting an over 5-km-long fence of metal net from Gokharkuda to Bateswar.

This stretch is the most preferred location for mass nesting in the Rushikulya rookery.

DISTRIBUTION

Olive ridleys occur globally and are found mainly in tropical regions of the Pacific, Indian, and Southern Atlantic Oceans.

They are primarily pelagic, spending much of their life in the open ocean, but may also inhabit continental shelf areas and venture into bays and estuaries.

MAJOR THREATS

Threats to olive ridleys include the :

  • Direct harvest of turtles and eggs for human consumption,
  • Entanglement of turtles in commercial fishing gear,
  • and coastal development.

      IASbhai WINDUP: 

Debris and plastic waste, like pieces of fishing net, are being removed with the help of locals. There will be regular monitoring of the beach.
