      ISSUE: 

Five judges of the Supreme Court have been affected by swine flu, caused by the H1N1 virus, the Union Health Ministry confirmed on Tuesday.

 

 

In order to curb the situation in the apex court, following preventive measures were immediately undertaken by the Ministry of Health & Family Welfare, Government of India:

  • The First Aid Post (FAP) of CGHS was strengthened at the Supreme Court premises.
  • All the judges were provided treatment as per the protocol. Prophylactic Treatment (A prophylactic is a medication or a treatment designed and used to prevent a disease from occurring.) was also given to all who have come in contact with them including their family members.
  • All five judges were kept in home isolation.  Of these, three Judges have already resumed their duty and two continue to be under home isolation/observation and are recovering.
  • The court rooms and residences are being sanitised.
  • Awareness regarding preventive measures was disseminated to all concerned.

H1N1

H1N1 also called as SWINE FLU is a subtype of influenza.

The virus was first reported among humans in 2009, after which the World Health Organisation (WHO) declared this new strain as a pandemic.

SUBTYPE OF THE INFLUENZA A VIRUS

H1N1 is a subtype of the influenza A virus that was the most common cause of the 2009 human influenza outbreak and is also associated with the 1918 outbreak which is known as the Spanish flu.

Other strains of H1N1 are endemic in pigs (swine influenza) and in birds (avian influenza).

TRANSMISSION?

Like any other flu virus, the swine flu virus can spread through cough or sneeze. The flu shows its symptoms in 7 to 10 days.

SYMPTOMS

The symptoms are similar to those of seasonal flu, including cough and fever, sore throat, runny nose, body pain, headache, chills and fatigue.

Severe symptoms can include pneumonia, a lung infection, and other breathing problems.

H1N1 VIRUS: PREVENTION

There are two antiviral drugs that are widely recommended for treating swine flu – the oral drugs oseltamivir (Tamiflu) and zanamivir (Relenza). Patients are advised to visit a doctor before taking any medicine.

H1N1 is a seasonal infection which usually occurs every year with two peaks (One in January to March and other between July to September), everyone is requested to take the preventive measures such as cover your nose and mouth with a tissue/handkerchief while coughing or sneezing; wash your hands often with soap and water; avoid crowded places; avoid touching your eyes, nose or mouth; stay away from crowded places if you have cough/cold; drink plenty of water; sleep well.

U.S. President Donald Trump on Tuesday invited Indian industry leaders to invest “billions” in America and promised reduced regulations to enhance the ease of doing business in the country.

 

 

‘EASE REGULATIONS’

Tata Sons sought tax cuts as well as a reduction in regulatory interventions in the U.S.

JOINT STATEMENT:

COMPREHENSIVE STRATEGIC PARTNERSHIP:

India and the U.S. on Tuesday resolved to upgrade their bilateral relationship to a Comprehensive Global Strategic Partnership that will include issues such as defence, security cooperation and revitalisation of the Indo-Pacific quadrilateral dialogue.

SECURITY COOPERATION:

“They called for concerted action against all terrorist groups including Al-Qaeda, ISIS, Jaish-e-Mohammad, Lashkar-e-Taiba, Hizb-ul-Mujahideen, the Haqqani Network, TTP, D Company, and all their affiliates,”.

Both sides also called upon Pakistan to rein in cross-border terror threats and sought justice for the victims of 26/11 attack and the Pathankot terror attack of 2016.

Jointly fight international crimes like human trafficking, terrorism and violent extremism, drug-trafficking and crimes in cyberspace.

SOUTH CHINA SEA

Efforts of the ASEAN region to create a code of conduct in the South China Sea region.

Undertake development activities in third countries and intensify cooperation in the space domain.

The statement said both sides had resolved to maintain the Internet as a free and secure arena.

“India and the United States recognised the need for an innovative digital ecosystem that is secure and reliable, and facilitates the flow of information and data,” .

Indo-Pacific region should be free and open for navigation and the 5G technology should be used for spread of freedom and not for suppression of people.

Mr. Trump also said the U.S. and India were working to revitalise the quadrilateral initiative consisting of Japan, the U.S., India and Australia. Both countries were also working on cybersecurity and counter-terrorism issues.

“In the last few years, there has been unprecedented growth in interoperability between our militaries,” he said, adding the Indian military undertook the maximum number of exercises with the U.S. military.

India was the fifth most polluted country in 2019 with Ghaziabad in the National Capital Region ranking as the most polluted city in the world, according to a global compilation of PM2.5 particulate pollution data by a company that primarily works on air filtration.

KEY POINTS

On the whole, air pollution in India decreased in 2019 from 2018 though about half of the 50 most polluted cities were in India.

India launched a ‘National Clean Air Programme’ (NCAP) in 2019 that commits to reduce air pollution in 102 most polluted cities by a maximum of 30% by 2024.

Reduction in pollution in 2019 couldn’t be attributed to the NCAP but rather due to “slowing of the market place.”

The economic growth rate in India is expected to slow down to 5% in 2019-20 from 6.1% in 2018-19 and 7% in 2017-18, according to the Economic Survey in January.

 Out of 20 most polluted cities in the world, 18 are in India, Pakistan, and Bangladesh.

CULPRITS OF AIR POLLUTION

Climate change is making the effects of air pollution worse by changing atmospheric conditions and amplifying forest fires.

Therefore tackling climate change will also greatly improve our air quality.

“Local and national governments can help tackle the effects of air pollution by providing adequate monitoring and reporting infrastructure.

What is clear is that the common culprit across the globe is the burning of fossil fuels—coal, oil, and gas—worsened by the cutting down our forests.

“Whilst cities in India, on average, exceed the World Health Organisation target for annual PM2.5 exposure by 500%, national air pollution decreased by 20% from 2018 to 2019, with 98% of cities experiencing improvements,” the report said.

The two sides acknowledged the considerable growth in the India-Australia economic relationship in strategic, trade and people-to-people links since the last Joint Ministerial Commission in June 2018.

India welcomed the Australia-India Business Exchange program, including the delegation of over 100 Australian businesses accompanying Minister Birmingham to India. The business delegation is exploring opportunities in education, food and health and beauty, resources, and infrastructure.

India raised the issue of taxing of off-shore income of Indian firms through the use of India-Australia Double Tax Avoidance Agreement (DTAA) and sought early resolution of the issue. Both sides agreed to intensify discussions.

1ST ‘NATIONAL CONFERENCE ON COASTAL DISASTER RISK REDUCTION AND RESILIENCE (CDRR&R) – 2020’

AIM:

The aim of the conference was to explore and debate the most recent advances in the discipline, to enhance the understanding of the issues and solutions on various facets for coastal disaster risk reduction and resilience.

It also emphasised on dissemination of information related to national and local strategies for coastal disaster risk reduction and resilience as well as to develop a network mode roadmap for addressing the gaps by engaging with the institutions, researchers and experts.

More than 175 participants from various central and state organisation/departments attended the conference.

10-POINT AGENDA

The Prime Minister had listed the agenda during his inaugural speech at the Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) 2016, which was held in New Delhi in November last year.

The all-inclusive agenda presents a holistic approach to disaster risk management and addresses a whole range of issues, from community preparedness to use of technology and international cooperation.

The Prime Minister’s 10-point agenda

  1. All development sectors must imbibe the principles of disaster risk management.
  2. Work towards risk coverage for all-starting from poor households to SMEs to multi-national corporations to nation states.
  3. Encourage greater involvement and leadership of women in disaster risk management.
  4. Invest in risk mapping globally. For mapping risks related to hazards like earthquakes we have accepted standards and parameters.
  5. Leverage technology to enhance the efficiency of our disaster risk management efforts.
  6. Develop a network of universities to work on disaster issues.
  7. Utilise the opportunities provided by social media and mobile technologies.
  8. Build on local capacity and initiative.
  9. Opportunity to learn from a disaster must not be wasted. After every disaster there are papers on lessons that are rarely applied.
  10. Bring about greater cohesion in international response to disasters.

SENDAI FRAMEWORK

The Sendai Framework for Disaster Risk Reduction 2015-2030 outlines seven clear targets and four priorities for action to prevent new and reduce existing disaster risks:

(i) Understanding disaster risk;

(ii) Strengthening disaster risk governance to manage disaster risk;

(iii) Investing in disaster reduction for resilience and;

(iv) Enhancing disaster preparedness for effective response,

and to “Build Back Better” in recovery, rehabilitation and reconstruction.
