National Technical Textiles Mission

      HEADLINES:

CCEA approves Creation of National Technical Textiles Mission

      WHY IN NEWS:

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, has given its approval to set up a National Technical Textiles Mission .

      LEARNING: 

For PRELIMS we have mentioned importance of CCEA and this mission in detail.

For MAINS this sounds like an important mission . Make some awesome notes about it .

      ISSUE: 

National Technical Textiles Mission with a total outlay of Rs 1480 Crore was sanctioned, with a view to position the country as a global leader in Technical Textiles.

CABINET COMMITTEE ON ECONOMIC AFFAIRS (CCEA)

CCEA has a mandate to review economic trends on a continuous basis, as also the problems and prospects, with a view to evolving a consistent and integrated economic policy framework for the country.
It also directs and coordinates all policies and activities in the economic field including foreign investment that require policy decisions at the highest level.
Technical Textiles ?

Technical Textiles are futuristic and nice segment of textiles, which are used for various applications ranging from agriculture, roads, railway tracks, sportswear, health on one end to bullet proof jacket, fire proof jackets, high altitude combat gear and space applications on other end of spectrum.

BACKGROUND OF TECHNICAL TEXTILES:

  • Technical textiles are textiles materials and products manufactured primarily for technical performance and functional properties rather than aesthetic characteristics.
  • Technical Textiles products are divided into 12 broad categories (Agrotech, Buildtech, Clothtech, Geotech, Hometech, Indutech, Mobiltech, Meditech, Protech, Sportstech, Oekotech, Packtech) depending upon their application areas.
  • India shares nearly 6% of world market size of 250 Billion USD. However, the annual average growth of the segment is 12%, as compared to 4% world average growth.

NATIONAL TECHNICAL TEXTILES MISSION

MISSION:

The Mission would have a four year implementation period from FY 2020-21 to 2023-24.

The Mission will have four components:

  1. Component -l (Research, Innovation and Development)

(i) fundamental research at fibre level aiming at path breaking technological products in Carbon Fibre, Aramid Fibre, Nylon Fibre, and Composites and

(ii) application based research in geo-textiles, agro-textiles, medical textiles, mobile textiles and sports textiles and development of bio­degradable technical textiles.

  1. Component -II (Promotion and Market Development)

The Mission will aim at average growth rate of 15-20% per annum taking the level of domestic market size to 40-50 Billion USD by the year 2024; through market development, market promotion, international technical collaborations, investment promotions and ‘Make in India’ initiatives.

  1. Component – III (Export Promotion)

The component aims at export promotion of technical textiles enhancing from the current annual value of approximately Rs.14000 Crore to Rs.20000 Crore by 2021-22 and ensuring 10% average growth in exports per year upto 2023-24.

  1. Component- IV (Education, Training, Skill Development)

Education, skill development and adequacy of human resources in the country is not adequate to meet the technologically challenging and fast growing technical textiles segment.

  • The Mission will focus on usage of technical textiles in various flagship missions, programmes of the country including strategic sectors.
  • Promotion of innovation amongst young engineering /technology/ science standards and graduates will be taken up by the Mission; alongwith creation of innovation and incubation centres and promotion of ‘start-up’ and Ventures‘.
  • A sub-component of the research will focus on development of bio degradable technical textiles materials, particularly for agro-textiles, geo-texti!es and medical textiles.
  • There is another important sub-component in the research activity aiming at development of indigenous machineries and process equipment for technical textiles, in order to promote ‘Make In India’ and enable competitiveness of the industry by way of reduced capital costs.
  • A Mission Directorate in the Ministry of Textiles headed by an eminent expert in the related field will be made operational.

  • Penetration level of technical textiles is low in India at 5-10%, against 30-70% in advanced countries. The Mission aims at improving penetration level of technical textiles in the country.

Exercise Indradhanush

      HEADLINES:

Joint IAF – RAF EX Indradhanush – V 2020

      WHY IN NEWS:

The Indian Air Force (IAF) and Royal Air Force (RAF)-The Royal Air Force is the United Kingdom’s aerial warfare force, jointly commenced the fifth edition of Ex Indradhanush at Air Force Station Hindan on 24 Feb 2020.

      LEARNING:

      ISSUE: 

The Indian Air Force (IAF) and Royal Air Force (RAF) jointly commenced the fifth edition of Ex Indradhanush at Air Force Station Hindan on 24 Feb 2020.
The theme of this year’s Ex Indradhanush is ‘Base Defence and Force Protection’.

This theme is of significance considering the recent threats to military establishments from terror elements.

KEY POINTS

Ex Indradhanush provides a platform for the IAF and RAF to share and jointly validate strategies and tactics to counter terror threats to their installations.

The RAF team comprises of 36 specialised combatants of the RAF Regiment while the IAF will comprise of 42 combatants of the GARUD Force.

Garud is special task unit commando forces of Indian Air force -tasked with the protection of critical Air Force bases and installations; search and rescue during peace and hostilities and disaster relief during calamities.

Both sides would also exercise specialised weapons, equipment and vehicles and validate joint employability.

Special missions would encompass Airfield Seizure, Base Defence and anti-terror operations in Urban built up zones.

These exercises would include para drops from C-130J aircraft, tactical insertions by Mi-17 V5 helicopters and use of various airborne sensors.

      IASbhai WINDUP: 

The IAF as well as the RAF would gain significantly from each other’s operational experience, training philosophies, contemporary technologies and best practices followed.

A few social, sports and cultural events have been interspersed during the exercise to enhance bonhomie and mutual understanding. The exercise would formaly conclude on 29 Feb 2020.

      ISSUE: 

The Government of India (GoI) announced the mega event, RAISE 2020- ‘Responsible AI for Social Empowerment 2020,’ to be held from April 11-12 in New Delhi. RAISE 2020 is India’s first Artificial Intelligence summit to be organized by the Government in partnership with Industry & Academia.

ABOUT RAISE 2020:

RAISE 2020 is a first of its kind, global meeting of minds on Artificial Intelligence to drive India’s vision and roadmap for social empowerment, inclusion and transformation through responsible AI. 

The event will start with a Startup Challenge – Pitchfest followed by the two-day summit, organized by Government of India along with Ministry of Electronics and Information Technology will witness robust participation from global industry leaders, key opinion makers, Government representatives and academia.

AIM

The summit will be a global meeting of minds to exchange ideas and charter a course to use AI for social empowerment, inclusion and transformation in key areas like Healthcare, Agriculture, Education and Smart Mobility amongst other sectors.

  • A data-rich environment like India has the potential to be the world’s leading AI laboratory which can eventually transform lives globally.

ABOUT NATIONAL SCIENCE DAY

  • NSD is celebrated every year on 28 February to commemorate the discovery of the ‘Raman Effect’,for which he was awarded the Nobel Prize in 1930.
  • Government of India designated 28 February as National Science Day (NSD) in 1986.
  • On this occasion, theme-based science communication activities are carried out all over the country.
  • NSD Theme has been chosen for the purpose of increasing public appreciation of the scientific issues involved.
  • Celebrations of important Scientific Days with associated events bring scientific awareness in the community.
  • Many institutions organize open house for their laboratories and appraise students about career opportunities available in a particular research laboratory/institution.

NODAL AGENCY

National Council for Science & Technology Communication (NCSTC), Department of Science and Technology (DST) acts as a nodal agency to support, catalyze and coordinate celebration of the National Science Day throughout the country in scientific institutions, research laboratories and autonomous scientific institutions associated with the Department of Science and Technology.

DST instituted National Awards for Science Popularization in February 1987 to stimulate, encourage and recognize outstanding efforts in the area of science and technology for popularization, communication and promoting scientific temper. These awards are presented every year on National Science Day.

Looking at the mounds at the Harappan site of Rakhigarhi, where locals dry cow dung cakes and dump garbage, there is little to show the thousands of years of history beneath. But the Centre is moving ahead with its plan to develop the site as a tourist hub and set up a museum, and this has got residents in two villages in Haryana’s Hisar district — Rakhi Khas and Rakhi Shahpur — known as Rakhigarhi worried.

RAKHIGARHI

RakhigarhiRakhi Garhi (Rakhi Shahpur + Rakhi Khas), is a village in Hisar District in the state of Haryana in India, situated 150 kilometers to the northwest of Delhi.

It is the site of a pre-Indus Valley Civilisation settlement going back to about 6500 BCE.

 Later, it was also part of the mature Indus Valley Civilisation, dating to 2600-1900 BCE.

The site is located in the Sarasvati river plain,some 27 km from the seasonal Ghaggar river.

Rakhigarhi encompasses a set of seven mounds, and there are many more settlement mounds in the immediate vicinity.

Depending on which mounds to include, the estimates of the size of Rakhigarhi have been given variously as between 80 and 550 hectares.

Global Heritage Fund, declared Rakhigarhi one of the 10 most endangered heritage sites in Asia

Among the findings, which indicate both early and mature Harappan phases, were a 4,600-year-old female skeleton, fortification and bricks.
