Prime Minister Shri Narendra Modi interacted with Sarpanchs of Gram Panchayats throughout the country today through Video Conferencing, on the occasion of National Panchayati Raj Day 2020.

      ISSUE: 

e-GramSwaraj PORTAL :

  • The e-GramSwaraj helps prepare and execute Gram Panchayat Development Plans.
  • The portal will ensure real time monitoring and accountability.
  • The portal is a major step towards digitization down to the Gram Panchayat level.
The egramswaraj.gov. portal will be the single platform to provide the Panchayat-wise work details and records of all the works of every village panchayat under Gram Panchayat Development Plan (GPDP).

SIGNIFICANCE:

  • This single interface will help speed-up the implementation of projects in rural areas from planning to completion.
  • All the details about Panchayat Sachiv and Panch can be checked on the portal.
  • It will also contain the details of ongoing development works and the fund allocated for them.
  • Any citizen can create his or her account on the portal and can know about the developmental works of villages.
  • Individuals can also know about the all the works of Ministry of Panchayati Raj through this portal.
  • Both portal and mobile app will boost e-Governance in the Panchayati Raj Institutions (PRIs) across India.

Swamitva Scheme

      WHY IN NEWS:

The Prime Minister wished the Sarpanches on Panchayati Raj Day and for defeating Corona with their collective efforts, solidarity and determination.

      ISSUE: 

Shri Narendra Modi said that the Government worked hard in trying to provide self-sufficiency to villages and making the Gram Panchayats stronger.

SWAMITVA SCHEME :

  • Under the scheme, latest surveying technology such as drones will be used for measuring the inhabited land in villages and rural areas.
The mapping and survey will be conducted in collaboration with the Survey of India, State Revenue Department and State Panchayati Raj Department under the Ministry of Panchayati Raj.
  • The drones will draw the digital map of every property falling in geographical limit of each Indian village.
Property Cards will be prepared and given to respective owners.
  • It will create records of land ownership in villages and these records will further facilitate tax collection, new building plan and issuance of permits.
  • The scheme would help in reducing the disputes over property.
  • It will make it easier for villagers to avail of the bank loans.
  • It will enable government in effectively planning for the infrastructural programs in villages.

  • The Swamitva scheme which is launched in pilot mode in 6 states helps to map rural inhabited lands using drones and latest survey methods.

Monitoring traces of the novel coronavirus SARS-CoV-2 in wastewater is emerging a potential approach to track the circulation of the virus, which can serve as an early-warning tool.

  • In a recent finding, researchers from France investigated the levels of SARS-CoV2 genome in wastewater and found that it correlated well with the number of confirmed fatal cases caused by COVID-19 in Paris.

STUDY WAS PUBLISHED BY:

  • The preprint of the study, conducted between March 5 and April 7, 2020, was published by medRxiv last week.

KEY FACTS :

  • Samples from 23 raw and eight treated wastewater samples were collected from three major wastewater treatment plants.
A time-course analysis by quantitative RT-PCR technique showed that all raw wastewater samples, and 75 per cent of the treated wastewater samples, tested positive for traces of SARS-CoV-2 virus.
  • The viral load in the treated wastewater effluents, however, was 100 times less than the viral load in the raw wastewater samples.
  • The genome levels in raw wastewater increased from 105 equivalent viral genomes per litre to nearly 107 equivalent viral genomes per litre as the number of fatalities increased in France and Parisian area and crossed nearly 1,000 cases during the study period.

While medRxiv indicated that the findings were yet to be peer-reviewed, the importance of quantitative monitoring of viral genomes in wastewaters for better tracking of the virus at national, regional or local scale is evident.

      ISSUE: 

Chitra Magna, an innovative RNA extraction kit, has been developed by Sree Chitra Tirunal Institute for Medical Sciences and Technology (SCTIMST), an Institution of National Importance under the Department of Science and Technology, Govt. of India, as an innovative technology for isolating RNA from swabs for COVID 19 tests.

LOCALISED TESTING:

  • SARS-COV-2, the causative virus of COVID-19 pandemic, is an RNA virus– a long single-stranded polymeric substance present in all living cells that carries the genetic information of the organism necessary for life.
  • One of the critical steps in detecting this virus is by confirming the presence of the RNA of the virus in the sample taken from the throat or nose.
  • The sample collected is transported under specified conditions in a viral transport medium to the testing laboratory.
  • The protocol for the kit uses magnetic nanoparticles to capture and concentrate the RNA from the patient sample.
MAGNETIC BASED EXTRACTION:
This is of significant advantage because even if some viral RNA disintegrates during storage and transportation of the patient samples, all of it is captured by the magnetic bead-based extraction technology.
  • The magnetic nanoparticle beads bind to the viral RNA and, when exposed to a magnetic field, give a highly purified and concentrated level of RNA.
  • As the yield of PCR or LAMP test is dependent on getting an adequate quantity of viral RNA, this innovation enhances the chances of identifying positive cases.

CHITRA MAGNA :

Chitra Magna can be used to extract high purity RNA from patient samples not only for LAMP testing but also for the RT-PCR test.
  • The first step of isolating high quality and high concentration of RNA without degradation is critical to the outcome of the PCR or LAMP test in which RNA is converted to DNA.
  • “An efficient way of capturing and concentrating the RNA from patient samples is the first critical step in the confirmatory tests of the COVID-19 virus.

The Institute has filed for a patent for this technology, which is simpler than in imported kits.

  • Barring a few Indian manufacturers, the majority of RNA isolation kits are imported, and its non-availability often becomes a severe bottleneck for RT-PCR testing in large numbers across the country.

A COVID-19 War Room has been set at PCMC to track and monitor the Covid-19 situation in the city.

      ISSUE: 

Under Smart Cities Mission, technology solutions have been adopted at war room for collecting, collating and analysing data to generate actionable insights and aid in prompt decision making.

FOLLOWING DASHBOARDS ARE IN OPERATION AT THE WAR ROOM:

  • HEALTHCARE AND PATIENT TRACKING DASHBOARD: PCMC has developed a dashboard which provides real-time information on COVID related cases, testing and healthcare arrangements.
  • Each hospital has been provided access to the dashboard via a dedicated online form wherein, the information is filled by each of the hospital unit which gets updated on real-time basis on the dashboard at ICCC.
  • This dashboard tracks data from 10 hospitals providing COVID treatment to provide regular updates on parameters such as – bed capacity, sample testing, positive and quarantine cases.

  • COVID-19 GIS DASHBOARD: This is a location-based information system used to geo-tag – people who are home quarantined (purple colour dots on map), last location of COVID-19 positive persons (Red Drop Marks), Area Cordoning (Black lines), Lane closure, etc..
  • Similarly, all home quarantined persons are marked on the map.

  • CITY SURVEILLANCE DASHBOARD: A total of 298 ‘point-tilt-zoom’ surveillance cameras are installed at 85 locations across PCMC jurisdiction to monitor the activities.

SARATHI HELPLINE DASHBOARD

  • SARATHI HELPLINE DASHBOARD: PCMC has a dedicated helpline platform viz., SARATHI (System of Assisting Residents and Tourist through Helpline Information), wherein citizens can request for any assistance with respect to service delivery.
  • All calls received through helpline are saved as audio file and is also documented with respect to date and nature of request, responsible department and zone, status of closure of request.
  • A dashboard of SARATHI is set up at ICCC which provides analytics on: Major request/ complaints from citizens, Request/ Complaint Redressal Status, Zone-wise request/ complaints, etc.

The Department of Agriculture, Cooperation and Farmers’ Welfare, Government of India is taking several measures to facilitate the farmers and farming activities at field level during the lockdown period.

“KISAN RATH” APP

Ministry of Agriculture & Farmers Welfare had launched “Kisan Rath” App on 17.04.2020 to facilitate Farmers and Traders in identifying right mode of transportation for movement of farm produce ranging from food grain (cereal, coarse cereal, pulses etc), Fruits & Vegetables, oil seeds, spices, fiber crops, flowers, bamboo, log & minor forest produce, coconuts etc.

DEVELOPED BY :

  • The application has been developed by the National Informatics Centre -NIC (backed by the Ministry of Electronics and Information Technology).
  • It will be available in eight languages initially, including english and hindi.

  • Till date, total of 80,474 farmers and 70,581 traders are registered on this App.
  • Due to complete lockdown, all the wholesale mandis were closed on 25.03.2020.
  • The app will be a stepping stone towards provision of timely transportation service at competitive rates for farmers and traders, besides achieving a reduction in food wastage.
  • This will help in ensuring better prices of the produce to farmers.
